Purpose of the Consultancy
The Consultant will support and provide continuity to the Ministry of National Health Services, Regulations and Coordination (NHSR&C) in efforts related to the coordination and ongoing implementation of the National Action Plan on Health Security (NAPHS). Additionally, the Consultant will provide technical support in the strategic role on International Health Regulations (IHR)/ Anti-Microbial Resistance (AMR), Communicable Disease (CD) and COVID 19 (preparedness/response) programmes in Pakistan with health and other relevant sectors.
Oversight on implementation of NAPHS activities will be ensured by close coordination between the ministry, and all relevant One Health stakeholders (public & private) including the WHO and Health Development Partners and include accelerating provincial level activities with focus on limiting duplication.
Due the current Covid-19 emergency government and donor funding has been earmarked for strengthening emergency preparedness and response under the eight pillars. The Consultant will support and provide inputs in developing related project documents to secure the domestic finances and assist MoNHSR&C to ensure implementation.
After completing the JEE assessment in 2016 the Mo National Health Services, Regulation & Coordination (NHSRC) has been consistently working on moving forward with implementation of NAPHS. Since 2016, significant progress has been made on priority areas recommended in the JEE report. Domestic allocation for the key recommendations was achieved through development of PC-1s for IDSR/PHL-NW, PoEs, Health Workforce and AMR for sustaining implementation of NAPHS.
NIH, as the IHR NFP as the key hub for implementing these PC-Is will also require considerable support to ensure timely implementation. There is also similar need to work on developing operational and action plans for other technical areas at the federal level.
The Ministry is committed to ensure the delays are now suitably addressed through dedicated technical support channelled from the Federal level. Emergency Preparedness & Response (EPR) will be an additional area of key focus for the Ministry in 2020. The ministry with the technical support of WHO has already commenced working on defining suitable management structure for EPR functions. This process requires review of the current structures for reform and restructuring of existing structure, along with development of a coordinated framework and strategy on EPR’ The Ministry is very keen on completing the hazard mapping/risk profilling conducted with WHO support for developing the national multi sectoral framework for EPR.
As the Director General WHO has declared the COVID-2019 as a Global Pandemic on 11th March 2020 and first case reported in Pakistan was on 26th February 2020 and until 10th September 2020, the number of confirmed cases has reached to 299,855 with the death toll of 6,365 The Ministry is not only working for preventions, detection and response measures for COVID 19 and also on medium and long term response by health systems strengthening; upgradation of laboratory networks, preparedness at all point of entries, reduce transmission of virus; strengthening of coordination mechanism and control case management across health care facilities. Further discussions with WHO and PHE for the development of multisectoral all hazards plan.

Work to be performed
Output 1: Support and facilitate implementation of National Action Plan for Health Security in the country.
- Provide technical guidance to the Ministry and relevant attached department(s)/ program(s) for IHR implementation, including the PC-1 finalization(s), developing action plan and supporting it in the ICT/provinces.
- Coordinate with provincial governments to expedite NAPHS implementation process and support development of activities at the provincial level during the assignment.
- Conduct visits and meetings with relevant ministries & department(s)/ program(s) to follow-up and evaluate the implementation of priority NAPHS technical areas of AMR, surveillance, PoE, PH Laboratory work force development as well as EPR.
- Compare and measure the Health Development Partners contributions to make sure that they are aligned with the overall government strategies and policies in implementation of the NAPHS
Output 2: Development of critical core capacities for health emergency disaster risk management and IHR strengthening.
- Contribute with the Ministry in developing IHR and AMR core capacities to ensure proper implementation of national plan, health system strengthening strategy and One Health approach for health security.
- Develop a coordination mechanism for emergencies and functional linkages between NIH EOC, the Provinces and other relevant sectors (One Health Approach).
- Provide technical input in developing a national multisectoral emergency preparedness and response plan on all hazards approach.
- Provide technical input in developing a National Pandemic preparedness and response plan.
- Providing technical advice in the interaction review for the COVID19 Pandemic.
- Assist the Ministry and NIH in building national risk communication capacities and developing a comprehensive Risk Communication strategy.
- Develop comprehensive strategies and guidelines for effective and quality interventions in the field of outbreak preparedness and response, including the integrated disease and response system (IDSR), monitoring and surveillance. rapid assessments EPR appropriate during emergency situations;
Outcome 3: Health Emergency COVID 19 Pandemic
- Develop and support implementation of the ongoing medium- and long-term response plan of the COVID 19 strategies.
- Provide technical guidance in response to minimize impact of COVID-19 through infection prevention and control, system coordination measures, strengthen systems and health workforce preparedness for identification/ diagnosis of primary cases, contact-tracing through enhanced surveillance, case management of severe and critical cases of COVID-19.
- Contribute in the development of preparedness and response strategies with respect to ongoing COVID-19 pandemic and in the response to the COVID 19 Epidemic resurgence.
- Provide technical input in the development of the SOPs and Guidelines for the COVID-19 Pandemic.
- Provide technical guidance and input inCOVID-19 related research
- Contribute in the development of the PC1 and Concept note, for the preparation of a comprehensive plan to fill the gaps/HR/Health system
- Providing technical support in supporting the 8 pillars of the Pakistan pandemic and response plan
Output 4: Communicable Disease
- Proactively engage in strategic planning, related to IHR, CD and AMR at all levels.
- Contribute in development of National Strategic Action plan for the control of communicable diseases.
- Organize and coordinate the Communicable disease technical working group meetings.
- Provide technical support over the 9th pillar in context of the Communicable disease segment.
- Provide technical guidance in the Dengue management plan.
- Provide technical advice to the Ministry of Health on implementation of preparedness and response activities for outbreaks.
The selected Consultant will work under the supervision of:
Responsible Officer(s): National Professional Officer (IHR/AMR)
Manager(s): WHO Representative / Head of WHO Country Office, Pakistan
- Education: Advanced university degree in health science/ Public Hearth or equivalent from accredited institution.
- Experience: A minimum of 7 years of working experience with government and national organizations and departments in the health sector. Experience of working with UN agencies and/or international Health Non-Government Organizations (NGOs) will be an added advantage.
Skills/Technical skills and knowledge:
- Technical and. management in development and implementation of plans and projects including capability for monitoring and analysis of technical activities;
- Effective training and strong communication and report writing skills;
- Demonstrated experience and know- how of government and international organizational administrative and management procedures, rules and regulations;
- Excellent planning and coordination skills, with proven ability to work within a team setting, with multiple stakeholders and in a multi-cultural working environment;
- Demonstrated experience in International Health Regulations 2005 planning and implementation activities in Pakistan or abroad is preferable.
Excellent knowledge of English and Urdu languages. Good knowledge of another WHO Language will be an asset.
Place of assignment:
The assignment is based at Islamabad, with monitoring and field visits.
The selected Consultant will be expected to provide a medical certificate of fitness for work.
The Consultant is expected to travel accordingly to the requirement.
All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance.
Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.
