The Pakistan Telecommunication Authority has issued the ‘Type Approval Technical Standards Regulations 2021’, which allows a person to import only five mobile devices for personal use in a calendar year.
The foreign missions, including the high commissions and embassies, will file their Certificate of Compliance requests for the import of telecommunication equipment through the Ministry of Foreign Affairs. However, they will have to apply for type approval for terminal equipment after providing the required documents/sample/fee to the Pakistan Telecommunication Authority (PTA).
Other than the new restriction on imported mobile devices for personal use, the PTA has also been making other big changes recently. For example, earlier this year, the agency began preparing to expedite device registration by introducing a new Unstructured Supplementary Service Data (USSD) registration system. The system allows Pakistanis to register their mobile devices via a text. The PTA is working with mobile carriers to implement the system.
Duplicated, cloned, stolen, and counterfeit mobile devices will not be valid for the issuance of the Certificate of Compliance (COC) by the PTA. It also has the right to either cancel or suspend the COC issued in case the product being imported or sold is found to have manufacturing faults.
The agency plans to block more than 3 million illegal or smuggled smartphones and flip phones in Pakistan. The plan will be implemented in a number of phases and will target devices which aren’t registered with the Device Identification Registration and Blocking System.
